REQUEST FOR PROPOSALS
PAPPAS VILLAGE IN WHITE CENTER
Delridge Neighborhoods Development seeks a developer to work in partnership with DNDA to design, finance, and construct between 50 and 80 units of housing and manage them as rental units, together with 10,000 sf of commercial space on one of the only large undeveloped properties near downtown White Center. Applicants are encouraged to consider priorities and guidelines, however, all reasonably feasible proposals will be considered.
I. Delridge Neighborhoods Development Association
A. Type of organization and mission
Delridge Neighborhoods Development Association (DNDA) is a 15 year old nonprofit Community Development Corporation serving the Delridge Neighborhoods of Southwest Seattle. Its mission is to engage residents, businesses, and institutions in creating a thriving Delridge. DNDA advances its mission through a range of approaches – including the development and preservation of affordable housing and community facilities, the ownership and management of a portfolio of affordable housing, the operation of the Youngstown Cultural Arts Center and the range of arts programs it houses, and the support of community leaders to coordinate and advocate for neighborhood improvements.
In 2007, DNDA partnered with the White Center Community Development Association (WCCDA) to develop a property development strategy for this adjacent neighborhood to the South. This strategy, the Strength of Place Initiative, aimed to revitalize White Center while preventing wholesale displacement. DNDA subsequently acquired two properties for development. One, Strength of Place Village, is under development by a three-way partnership comprised of DNDA, WCCDA, and Capitol Hill Housing (CHH) and is scheduled to begin lease-up in September 2011. The second is Pappas Village, the subject of this RFP.
B. The project
The 65,300 SF (1.5 acres) at the 107th St. site consists of three relatively level tax parcels on the south side of 107th Street directly west of Mountain View Elementary School, at the edge of the White Center business district. The site is bounded on the east side by 14th Street SW, on the south by a large multifamily complex and on the west by a single family home. Two single family homes which occupy the site would be demolished or removed.
DNDA acquired the property in November 2008 with financing from the Rapid Response Fund through the Washington State Housing Finance Commission coupled with seller financing. As a condition of the WSHFC financing, DNDA agreed to a Low Income Housing Covenant Agreement restricting housing units to households at or below 80% of area median income.
Brief project description as envisioned at acquisition:
New construction of 60 family housing units and 10,000 square feet of commercial space. The project will target families at 30% of median income (12), 50% of median income (40), and 60% median income (8). Six units will be set aside as permanent housing for families transitioning from homelessness. These families will receive case management and support from Family Services of King County. Family and community-friendly uses will be considered for the commercial space; for example, child care has arisen as a prominent community need. The complex is convenient to a downtown area providing excellent bus service and many businesses catering to an ethnically diverse population. The residents will benefit from the many investments being made in White Center to support low income families such as the White Center Early Learning Initiative and the Technology Access Foundation's 21st Century Community Learning Center. The project is part of the Strength of Place Initiative (SOPI), a partnership between DNDA and the White Center Community Development Association (WCCDA) to promote equitable development in White Center.
C. Purpose of the RFP
The purpose of this Request for Proposals is to identify a developer to work in partnership with DNDA to design, finance, and construct between 50 and 80 units of housing and manage them as rental units, together with 10,000 sf of commercial space. The ideal development will have:
- Significant opportunity for community engagement in design guidelines.
- Housing units that are affordable and accessible to low and moderate income families in White Center.
- A mix of unit sizes that provides housing opportunities for some for larger families.
- A community room and a small playground area for children.
- Excellent management to maintain the appearance and value of the property and high resident satisfaction.
- Commercial space incorporated as required by local zoning, with a design and use consistent with family housing and community needs.
